Huddersfield & District Chess Association 
        Annual General Meeting 
Wednesday 4th June 2008 7.45 pm 
at Lindley Liberal Club, Huddersfield. 
NOTE: Alteration to Constitution or Rules may only take place at an Annual General Meeting or Extraordinary General Meeting with a two thirds majority of votes cast. Notice of proposed changes must be sent to the Secretary 21 days in advance. {Wed 14th May} 
After taking legal advice I feel that a section should be added to the Constitution & Rules entitled 
[Proposed by Geoff Peake, seconded by John Harrison] 
The Conduct of the Players 
{1} Any member or Club may ask the Executive Committee for a ruling on any issue and/or may make a complaint concerning any or all of the following 
{a} An alleged contravention of Article 12  Conduct of the Players,  FIDE Laws of Chess, or any of the FIDE Laws of Chess . 
 
{b} Contravention of the rules or constitution of the HDCA. 
 
{c} The conduct of any Club and/or member. 
 
[2] Without prejudice to the generality of the above provision, the Committee shall have power to consider allegations of abusive or drunken behaviour, cheating, or failure to honour a match. 
 
[3] Any complaint or request for a ruling shall be in writing to the League Secretary giving full details of the allegations and of all supporting evidence. A fee of £10 must be sent with the complaint, which shall be refunded if the complaint is successful, otherwise retained by the H.D.C.A. 
 
[4] The Secretary shall serve a copy of the allegations on the Respondent to the complaint and allow 14 days from the date of service for a reply. 
 
[5] The complaint and reply shall be considered at an Executive Committee meeting. 
 
[6] Both parties to the complaint shall be given at least 7 days notice of the meeting and shall be entitled to attend and make oral representations. 
 
[7] The Executive Committee may reprimand the Respondent or suspend his/her registration for no longer than 5 years. 
 
[8] The Executive Committee's decision be final and binding on the parties. 
 
[9] The Executive Committee may at its absolute discretion refer the issue to the General Committee for determination. 
 
[10] The League Secretary shall fix a date and time for consideration of the complaint or request for a ruling. 
 
[11] The parties shall be given at least 7 days notice of the hearing and the parties may attend to make oral representations. 
 
[12] The General Committee may reprimand the Respondent or suspend him/her for no longer than 5 years. 
 
[13] The General Committee's decision shall be final and binding on the parties. 
 
Proposal for Watkinson reform [Geoff Peake, seconded by Kevin Haigh] 
After reading various ideas for changing the Watkinson format my proposal is:- 
All teams play each other in an all-play-all [i.e. 7 matches with the 8 teams in the Watkinson at the moment] 
THEN, IN ADDITION, top  4 teams {only} all play each other in reverse of previous fixtures [i.e. if home before, then match is away] [NOT  a play-off or KO] 
Comments of advantages of this system: 
With the 8 teams currently playing this would mean 10 matches in total to decide the League. This would not compromise the Fixtures too much or cause too much fixture congestion as it would need only 3 extra weeks. 
1st week  1 v 4, 2  v  3 
 
2nd week 1 v 3, 2  v  4 
 
3rd week 1 v 2, 3  v  4 
 
All the top 4 teams would all play each other twice, so it would be fair to all. 
All these matches would be meaningful and competitive. 
The winner would simply be the team that had scored most points from all matches. 
Teams finishing level on points shall play off to determine League Championship. 
In the event of more than 2 teams being involved in a play off, a draw shall be made. 
In the event of a tie in play off games, the result will be decided on board elimination starting at board 6. 
Since teams would play each other home and away there would be no advantage in a home draw as there is now. 
Interest would be kept to end of the season, and build up to a climax with last match top team v second team. 
Notes 
If two or more teams tie for 4th place after first all-play-all part then... 
a} result[s] of individual match[es] decides qualifier. 
b} If this does not resolve 4th place then total points scored in all games decides 4th qualifier. [see current Watkinson table for points scored in all games] 
c} If this does not resolve 4th place, then play-off[s] [with board elimination starting at board 6 if 3-3] 
d} In the unlikely event of the play off having every game drawn then replay. 
Problems? 
Bottom 4 teams would not qualify for extra 3 games. However they could still play 3 extra games against each other if desired. 
"B" teams such as Huddersfield Bishops. There is a possible danger of B team playing the strongest team possible against a top rival, and a weak team against their A team. This would obviously affect totals points scored from all games, for example, but this has always been the case with B teams. 
Note that for defaults scoring 6-0 - This would quite rightly [I believe] have quite an effect on total game points scored.

Wed 6th February, In the Examiner Handicap League, Chartist only needed a draw against Netherton A to take the title, but lost. So... Rooks would step in and overtake them by beating David Browns wouldn't they ? [or get a draw to get them into a triple play off?] NOT SO ! David Browns won, and so Netherton A and Chartist had to play off for the title.
